The mortgage bonds of this series were issued to convert 4.5% ruble mortgage bonds of the former Russian land banks: Kyiv, Moscow, St. Petersburg-Tuliai and Poltava, as well as bonds of the former Zhytomyr City Credit Society, owned by Polish citizens on March 26, 1928.
